After waiting 4 days while my case was elevated to a higher team because there was apparently a known bug in the activation process, I was just called back and informed that a Windows 10 license upgraded from 7 or 8 is not eligible to activate Windows 11.
Microsoft stopped selling Windows 10 on 31 January, they only sell Windows 11 now, usually after a new version of Windows is released they stop selling the previous version a year later. To clarify, you cannot use the original Windows 7 OEM key to activate Windows 10. If you have claimed the free upgrade in the past from Windows 7 to 10, that process assigned you a digital license instead for Windows 10.
