I sometimes use the PDF viewer in Files to quickly read documents, and I sometimes use Books to read long documents that are, well, book-like. When I have a document that's standard printer-paper sized and needs some markup, I'll use PDF Expert. It's worth a mention though that they're ever so slowly nudging towards a subscription model, so I'm keeping an eye out for good alternatives.
